The Story:
Chapter 1: Sunset Towers
In Chapter 1, Barney Northrup is trying to sell all the apartment in Sunset Towers to a specially selected group. Everybody likes their special apartments, but Northrup makes one mistake. At the end, we learn there is no real person name Barney Northrup.
Chapter 2: Ghosts or Worse
In Chapter 2, we learn that the tenants move in and settle in. Then Theo, Doug, Sandy, and Turtle have a conversation with Otis. It starts by them seeing smoke coming from an abandoned house. Otis and Sandy tell the kids stories about that house, and its owner, Sam Westing.
Chapter 3: Tenants In and Out
In Chapter 3, the book catches all of the tenants of Sunset Towers when they see the smoke, and their reactions. Angela and Mrs. Wexler are with Flora. Flora is taking Angela's measurements for her wedding dress. Dr. Wexler is helping his patient Crow. Mr. Hoo is with his son in his restaurant. Sandy is opening Judge Ford's car for her. Chris is in his room and getting creeped out. Sydelle is the only one who does not notice.
Chapter 4: The Corpse Found
In Chapter 4, Turtle goes into the haunted Westing Mansion on a dare. In the mansion, something whispers her name and draws her to Westing's dead body. She gets scared and runs out. In the morning, a newspaper article does an eulogy on Sam Westing, who they found dead. Then, Otis gives all the tenants of Sunset Towers a message inviting them to Westing's will being read, implying they are included in the will.

In Chapter 7, the pairs are announced. So are the rules for the Westing game. In the will, it also states that life isn't worth living if you don't know the ways the winds blow. Also, the will won't be on file until the game is over.

In Chapter 8, there is a huge snowstorm. The pairs try to work out their clues while trying to get the clues from other pairs. The only one who thought she knew what to do with the money was Turtle. She thinks her clues are stock symbols and at the end when it says: "Buy Westing Products" that means to also buy WPP (Westing Paper Products). Judge thinks maybe Westing wasn't murdered, but trying to take his revenge.

He then shoots down Theo's idea. Dr. Deere tries to get Chris to sign the check, but he doesn't. The quote is from America the Beautiful. Angela doesn't want to marry at that point!

JJ comes up with a startling discovery, that if Violet Westing's scene would repeat, which Sam Westing might have been aiming for, Angela would have to die.

Theo uses his clues to put together a formula to an explosive and the name, Otis. He goes out to tell Doug and knocks on Crow's door instead.
